支持自定义算子并行的修改方案

大家好！我现在在开发的插件会使用到自定义算子(ExtensiblePlan)，但这个算子目前不在smp计划的支持中。所以我想实现自定义算子融入smp计划的功能。我提了一个Issue，里面列了一下计划修改的函数，issue地址希望麻烦社区的同学帮忙看看有无遗漏或者多余的修改点，感谢！祝好，陈现森
